Abstract
Public value and private value have become two core concepts in the theoretical development of post-NPM era. Yet, paradoxically, both concepts are characterised by extremely vague definitions. This paper aims at addressing this crucial gap. Using data from four city-scale carbon reduction projects in Edinburgh (Scotland), this paper theorises two conceptual frameworks which account for the dimensions and elements of value concept in the complex public service setting. Also, this paper summarised the general logic of how different actors define value, in diffident stages of public project evolution.
