Abstract

Specific features of any rapidly spread pathogen needs early recognition and assessment for possible pandemic potential.
These include: inter-person transmissibility and exponential spread, which results in significant morbidity, mortality.
These also include its ability to continue spreading locally, nationally and internationally, without attenuation over time.
Inter-pandemic funding and maintenance of capability is essential and can feed into ongoing routine healthcare resource use.
Delayed interventional responses during the early pandemic can have severe consequences on public health and the economy.
